the neighborhoods are disaster zones; they have a city income tax, and those two things alone dont point to Detroit rising from the ashes. How can a city prosper when the residential areas are war zones?
Hopefully they build a new industry strong enough to pick up the city.
As a foreign investor it would be difficult because holding on to money there for periods of time and then returning it after the end of the contract is risky. Investments with the money have to be carefully timed. Korea is not an investment I could share without more knowledge. I would only go to hang out with you.
Chicago is lucky in that its had a fairly diverse economy for years. Detroit was sunk by its reliance on the auto industry
